In fact, one could make the case that the arrow of causal explanation points in the reverse direction: consciousness as computational would need to be a condition precedent, necessary but not sufficient, for the simulation argument to be coherent.
“If it is possible to simulate human minds,” Bostrom writes, “and if simulated minds can be conscious, then our own consciousness might be realized in a substrate other than biological neurons.” If so, this would mean that consciousness is substrate independent (i.e., multiple realizability), which is a core feature of functionalism, which holds that mental states are defined by their functional roles, what they do, rather than their material substrate, what they are made of (Bostrom, 2003, 2006).
Moral and Epistemological Implications
Bostrom calls on the nature of consciousness to support his other core interests, including anthropic reasoning and observer selection effects (how being a conscious observer affects probabilistic reasoning about the universe), and the ethics of artificial intelligence. By writing, “The moral status of an entity depends at least in part on whether it is conscious, and if so, to what degree,” Bostrom leans toward accepting that consciousness comes in degrees and that phenomenal consciousness is morally significant. Thus, Bostrom’s theory of consciousness is more epistemological than metaphysical—it is not a theory of what consciousness is, but of how being conscious constrains what we should believe about the world (Bostrom, 2011).
