Smart’s Topic-Neutral Identity
Smart’s identifies sensations and phenomenal experiences with processes in the brain while denying that ordinary experience reports mean the same as neuroscientific statements. Scientific evidence and ontological parsimony eliminate irreducibly psychical “nomological danglers” from an otherwise physical account of nature. The properties we introspect are "topic-neutral," so that experience does not commit us to irreducibly non-physical properties. Sense data and mental images are not entities in the world.

John Jamieson Carswell "Jack" Smart (1920–2012) was a Scottish-born, British-Australian philosopher influential in metaphysics, philosophy of mind, time, religion, and ethics. Educated at Glasgow and Oxford, where he took the BPhil under Gilbert Ryle, he was appointed Hughes Professor of Philosophy at the University of Adelaide in 1950 at twenty-nine, with later posts at Australian National University and Monash University. Smart became a leading defender of mind–brain identity theory, scientific realism, four-dimensionalism, atheism, and act utilitarianism, and his clear, direct arguments helped establish materialism as a central position in philosophy. His paper "Sensations and Brain Processes" (1959) is among the most cited in analytic philosophy.
Smart’s Topic-Neutral Identity
Philosopher J. J. C. Smart’s theory of consciousness identifies sensations and phenomenal experiences with processes in the brain while denying that ordinary experience reports mean the same as neuroscientific statements. A report such as “I have a yellowish-orange afterimage” uses topic-neutral language that specifies an occurrence through its resemblance to ordinary perception without deciding whether the occurrence is physical or nonphysical. Scientific evidence and ontological parsimony can then establish that the event so reported is a neural process, eliminating irreducibly psychical “nomological danglers” from an otherwise physical account of nature (Smart, 1959, 1963, 2007).
Smart's "Sensations and Brain Processes" (Smart, 1959) converted Place's guarded hypothesis into the canonical statement of type identity and supplied the two arguments that made it formidable. The first is methodological: science increasingly reveals organisms as physico-chemical mechanisms, and to hold that sensations alone stand outside that account is to accept "nomological danglers"—psychophysical laws hanging from the nomological net with no further explanation—which Ockham's razor should cut. The second is semantic: the properties we introspect and report are "topic-neutral," specifiable in terms that leave open whether what is going on is physical or psychical, so that reports of experience do not commit us to irreducibly non-physical properties. Sensations are accordingly nothing over and above brain processes, the identity is contingent and discovered rather than analytic, and sense data and mental images are not entities in the world at all. Where Place cleared an obstacle, Smart mounted a positive case, and it is his version the subsequent literature has taken as its target.
Nomological Danglers and the Argument from Parsimony
Smart’s principal motivation is scientific economy. Biology increasingly explains organisms as complex physical mechanisms, and physical science seeks a unified causal account. If sensations were irreducibly psychical additions correlated with neural events, consciousness would stand outside that account as a set of those nomological danglers—extra properties governed by special laws but unnecessary to physical explanation (Smart, 1959). That consciousness alone should be an exception strikes him as implausible.
A dualist must posit fundamental psychophysical laws correlating neural states with irreducibly mental items, laws that would explain nothing further and follow from nothing—dangling from the nomological net, the term Smart adopted from Feigl (Feigl, 1958). Since physicalism accounts for the same phenomena without them, Ockham's razor suggests identity. Ockham’s razor does not deductively prove identity, but Smart argues that it favors one kind of event over two perfectly correlated kinds. Parallelism and epiphenomenalism duplicate the world without increasing predictive power. Identity also preserves mental causation: pain can produce avoidance because pain is the neural process that causes the behavior, not a causally idle accompaniment. Place resisted this framing, holding that materialism is an empirical hypothesis rather than a consequence of parsimony (Place, 1960); the disagreement marks a real methodological divide between the two founders.
From Behaviorism to Central-State Materialism
Smart accepts that many mental concepts can be analyzed behaviorally, but sensation reports appear to do more than express behavior. Saying “I am in pain” is not merely wincing verbally, and saying that one has an afterimage genuinely reports an inner occurrence. The failure of reductive behaviorism does not, however, establish dualism. The reported occurrence may be a process of the central nervous system (Smart, 1959).
His thesis is ontological, not semantic. “Sensation” does not mean “brain process of type N,” and a competent speaker need know nothing of neuroscience. The claim is that the process identified introspectively happens to be the same process that science identifies physiologically. Smart accordingly treats mind–brain identity as contingent and empirical, comparable to discoveries that lightning is electrical discharge or that the Morning Star is the Evening Star.
Topic-Neutral Reports
Smart’s most distinctive device is a topic-neutral analysis of experience reports. To report a yellowish-orange afterimage is approximately to say that something is occurring like what occurs when one is awake, has open eyes, and sees an illuminated yellowish-orange surface. Expressions such as “something is going on,” “like,” “waxing,” and “waning” do not themselves commit the speaker to physical substance, mental substance, or either ontology (Smart, 1959).
This preserves the metaphysical neutrality of ordinary phenomenology. Once the report’s content is rendered neutral, science can determine what kind of occurrence satisfies it. Smart does not identify an afterimage construed as a colored inner object with a brain state; he identifies the experience of seeming to see the colored patch with a brain process. The process need not itself be yellow-orange, just as a representation of a circle need not be circular.
Consciousness, Awareness, and Later Refinements
Smart distinguished mere awareness, the information-gathering that continues when one drives or cycles on automatic pilot, from full consciousness, which he construed on Armstrong's model as a higher-order perception—a kind of proprioception of the brain by the brain (Smart, 2004). Because the last state in any such series is not itself propriocepted, the account offers an explanation of why consciousness seems ineffable. Against Kripke's modal argument, he held the connection to be only half contingent: a complete description of the brain state would imply the topic-neutral report, though the abstract report would not imply the neurological description (Kripke, 1980). Against Chalmers, he maintained that qualia are no more than points in a multidimensional similarity space, and that the contrary impression may be the phenomenological fallacy at work (Chalmers, 1996).
Multiple Realization and the Explanatory Gap
Classical type identity faces multiple realization: pain-like experiences may occur in organisms whose physical constitution differs from human neurobiology (Putnam, 1967). Smart’s physicalism can accommodate narrower, species-relative identities or token identities, but these revisions reduce the universality of the original claim. Functionalism gained influence by defining mental types through causal roles while allowing diverse realizers.
A deeper problem concerns phenomenal explanation. Even if the event reported as pain is conclusively identified with neural process N, why N feels painful may still appear unanswered. Smart’s view is that no further psychophysical relation needs explanation because there is only one event; critics argue that identity without an account of qualitative character leaves an explanatory gap (Levine, 1983). His topic-neutral strategy removes misleading inner objects and shows how ordinary reports can be compatible with physicalism, but it obviously does not provide a detailed neural theory of consciousness.
Replies to Phenomenal Objections
Smart addresses several objections that later became central. The fact that experience reports and brain reports differ in meaning does not preclude identity. The privacy and apparent incorrigibility of sensation reports concern modes of access, not the ontological nature of their referents. A neurosurgeon’s failure to observe a yellow-orange patch in the brain is irrelevant because the claimed identity concerns the experiencing process, not an internal colored object (Smart, 1959).
He also confronts the objection that experiences have irreducibly phenomenal properties. His response is that an experience can be characterized topic-neutrally by resemblance relations without positing a nonphysical property. This is ingenious but contested: critics argue that the resemblance itself must be resemblance in phenomenal character and therefore presupposes what the analysis seeks to demonstrate. Smart acknowledged this as among the strongest objections to his formulation.
Assessment
Smart’s enduring contribution is to state materialism with clarity: experience is real, introspective reports are genuine, and neither requires an irreducibly mental ontology. Phenomenal consciousness is a physical process apprehended through ordinary experiential concepts and redescribed through science. The theory’s adequacy turns on whether future explanation can make this identity intelligible rather than merely asserting it.
Smart extended the identity thesis beyond sensation to beliefs, desires, and intentional states generally, following Armstrong but where Place declined to go. Smart’s formulation is the one multiple realizability was framed to refute, and unrestricted type identity has not recovered its former standing. What’s durable is the pillars of his edifice: the appeal to parsimony against fundamental psychophysical laws, the insistence that identity claims are contingent discoveries, and the strategy of neutralizing phenomenal reports rather than denying that anything is reported. Each remains relevant in contemporary physicalism.
