Place’s Empirical Identity and the Phenomenological Fallacy
Place’s theory holds that phenomenal consciousness is not merely caused by or correlated with neural activity but is literally constituted by processes in the brain. Descriptions of experience and descriptions of physiology differ in meaning and verification, yet may identify the same event. He combines this claim with the “phenomenological fallacy,” which mistakes descriptions of how things appear for descriptions of private objects possessing the apparent qualities.

Ullin Thomas Place (1924–2000) was a British philosopher and psychologist whose 1956 paper “Is Consciousness a Brain Process?” inaugurated the modern mind–brain identity theory and is considered its founding paper. Educated at Oxford and influenced by Gilbert Ryle, he taught psychology and philosophy in Britain and Australia, including at the University of Adelaide and the University of Leeds. He later practiced clinical psychology. Place contributed to behaviorism, causation, language, and consciousness research, defending the view that phenomenal experience is empirically identical with neural process.
Place’s Empirical Identity and the Phenomenological Fallacy

He presents this identity as a contingent scientific hypothesis, not a conceptual truth: descriptions of experience and descriptions of physiology differ in meaning and verification, yet may identify the same event. His distinctive contribution is to combine this claim with a critique of the “phenomenological fallacy,” which mistakes descriptions of how things appear for descriptions of private objects possessing the apparent qualities (Place, 1956, 1988).
Place's "Is Consciousness a Brain Process?" (Place, 1956) is the founding paper of mind-brain identity theory, and its argument is considerably more guarded than its reputation suggests. Place did not claim to demonstrate that consciousness is a brain process; he claimed to establish that the thesis is a reasonable scientific hypothesis that cannot be dismissed on logical grounds alone. Two contributions did the work. Semantically, he distinguished the "is" of definition from the "is" of composition, showing that "consciousness is a brain process" need no more assert synonymy than "this table is an old packing case." Diagnostically, he identified the "phenomenological fallacy"—the mistake of treating descriptions of how things appear as descriptions of literal properties displayed on an inner screen—as the source of the conviction that experience could not possibly be neural. Together these clear an obstacle rather than build a system: identifying phenomenal consciousness with brain process becomes an empirical question, settled by whether neurophysiology can explain what introspection reports.
Beyond Behaviorism Without Dualism
Place was trained in the Oxford of Gilbert Ryle and worked in Adelaide alongside J.J.C. Smart and C.B. Martin; his position developed as a partial defection from behaviorism rather than a wholesale rejection of it. He accepted that dispositional mental concepts—belief, desire, intention—could be elucidated by hypotheticals about behavior, but denied that the strategy extends to consciousness, sensation, and imagery, a doubt already pressed in "The Concept of Heed" (Place, 1954). Ryle's treatment of first-person reports as mere "avowals," on the model of a sophisticated wince, struck him as implausible. The alternative was to treat consciousness as an inner process and then ask what kind of process it is. Restricting the thesis to processes, rather than extending it across the mental, remained Place's considered position.
Place accepted the broadly behaviorist treatment of many dispositional mental concepts inherited from Ryle and Wittgenstein. Believing, knowing, intending, and understanding can often be analyzed through patterns of actual and possible behavior. Consciousness is more elusive: pain, color experience, imagery, and dreams appear to involve private inner occurrences irreducible to behavioral dispositions. A person may experience pain without displaying it or have a vivid image without any overt response (Place, 1956).
His decisive move is that admitting inner processes does not entail admitting nonphysical processes. Behaviorism and dualism are not exhaustive alternatives. Conscious episodes can be genuine internal events while remaining wholly physical, provided empirical investigation identifies them with appropriate brain processes. His thesis initially concerns occurrent processes rather than every concept conventionally classified as mental (Place, 1956; Graham and Valentine, 2004).
Identity as a Scientific Hypothesis
The standard logical objection was that "sensation" and "brain process" differ in meaning, so no identity can hold. Place's reply distinguished two uses of "is." “Consciousness is a brain process” does not mean that “consciousness” means “brain process.” As noted, Place distinguishes the “is” of definition from the contingent “is” of composition. A square is an equilateral rectangle by definition, but a cloud is a mass of suspended droplets as an empirical discovery. Likewise, lightning is an electrical discharge even though ordinary observers identify lightning visually and physicists identify electrical activity through instruments and theory (Place, 1956). Place, who preferred to speak of constitution rather than identity, held that the logical objections to "consciousness is a process in the brain" are no greater than those to "lightning is a motion of electric charges" (Place, 1954).
Different modes of observation therefore do not imply different entities. Introspection and neurophysiology may provide independent descriptions of one event. Place’s identity claim is stronger than correlation: the moon’s position causes tides but is not identical with them, whereas electrical theory explains why observers report lightning by identifying the relevant process. Consciousness may similarly be identified with a brain process when physiology explains the subject’s introspective observations as effects of that process (Place, 1956).
The Phenomenological Fallacy
The residual resistance to identification, Place argued, rests on a mistake about what experience-reports describe. This principal obstacle is the assumption that introspection reveals a private phenomenal object bearing the qualities reported. If someone describes a green afterimage, it is tempting to infer that an inner object is literally green; because neural tissue is not green, the experience then appears nonphysical. Place calls this the phenomenological fallacy. Describing an afterimage as green does not attribute greenness to an internal object. It reports having the kind of experience ordinarily produced by looking at a green illuminated surface (Place, 1956).
In other words, the phenomenological fallacy is the supposition that when subjects describe how things look, sound, smell, taste, or feel, they are describing the literal properties of objects and events on a peculiar sort of internal cinema or television screen—the "phenomenal field" of the psychological literature (Place, 1956). There is no green thing in the brain when one has a green after-image, but neither is there one anywhere else: to describe an after-image as green is to say that one is having the sort of experience one normally has, and has learned to describe, when looking at a green patch of light. The move draws on parallel arguments from Ryle and Wittgenstein, but it leaves the theory owing an account of color itself—a task Smart later took up.
This analysis separates properties represented in experience from properties of the experiencing process. A brain state need not itself be green, circular, loud, or hot to constitute an experience as of greenness, circularity, loudness, or heat. Place thereby anticipates later adverbial and representational approaches. First-person and third-person descriptions can differ radically while referring to one physical occurrence.
Phenomenal Consciousness and Neural Explanation
Place’s criterion for identity is explanatory. If a neural process accounts for why a subject makes the relevant introspective report, then the scientific description may identify what the reported conscious event is. This does not translate experience reports into brain-language or eliminate phenomenality. It treats subjective experience as the process examined by neuroscience from another epistemic standpoint (Place, 1956).
In later work, Place continued to regard consciousness as a biological process and explored its function and neural location. He resisted relying on token identity alone because scientific explanation requires repeatable psychophysical types, although these may need more flexible individuation than early formulations assumed (Place, 1988; Graham and Valentine, 2004). Philosophy removes conceptual barriers; neuroscience must determine which patterns of activity are conscious.
Explanatory Scope, Limits, Assessment
Place established that differences in meaning, appearance, and access do not logically exclude mind–brain identity. Yet explaining why a subject reports a green afterimage is not obviously equivalent to explaining why the neural process has green phenomenal character. The phenomenological fallacy may dissolve the demand for a literally green brain state while leaving the question of why any brain state feels a certain way.
Multiple realization raises a further difficulty for unrestricted type identity: analogous experiences may occur in organisms with different nervous systems. Species-relative or functionally individuated identities can answer this objection, but at the cost of simple universal mappings. Place’s theory is foundational rather than complete. It makes phenomenal consciousness scientifically identifiable with neural process and rejects a separate inner realm, while leaving the detailed neural identity—and its explanatory intelligibility—to empirical theory.
Place's late work extended the account to the function of consciousness, proposing that an automatic subsystem—"the zombie within"—handles unproblematic inputs and alerts consciousness only to problematic ones (Place, 1999). His enduring contribution is less a theory than a clearing operation: he claims that the felt impossibility of identifying experience with neural process is a semantic and diagnostic artifact rather than a metaphysical insight, leaving the question for science.
