Ezequiel Morsella is a psychologist and neuroscientist whose work examines the relation between conscious experience and the control of voluntary action. He earned his doctorate at Columbia University and completed postdoctoral training at Yale University before joining San Francisco State University. Combining theory with experimental psychology and cognitive neuroscience, he developed Passive-Frame Theory, according to which consciousness primarily integrates otherwise encapsulated information when competing action tendencies require coordinated control of the skeletal-muscle system.

Neuroscientist Ezequiel Morsella and colleagues’ Passive Frame Theory assigns phenomenal consciousness a narrow, evolutionarily grounded function: it provides a common field in which otherwise encapsulated systems can jointly constrain skeletal-muscle action when their action tendencies conflict. Consciousness does not calculate solutions, initiate actions, or exercise executive command; unconscious mechanisms generate the contents, interpret the situation, and implement the selected response. The conscious field is “passive” because its causal contribution lies in making incompatible action-relevant contents simultaneously available to the somatic nervous system (Morsella et al., 2016a).
In other words, Morsella and colleagues propose that the primary function of phenomenal consciousness is tightly circumscribed and serves the somatic nervous system: conscious contents constitute a "frame" that lets otherwise independent systems influence a single shared output channel, the skeletal muscles. Consciousness is passive rather than executive—it does not reason, plan, initiate action, or exercise control—all are performed unconsciously—yet it is indispensable, since without it adaptive skeletomotor action integrating conflicting response tendencies would be impossible. Passive Frame Theory synthesizes ideomotor theory, the sensorium hypothesis, encapsulation, and parallel responses into skeletal muscle, and is explicit that it addresses what consciousness is functionally while leaving interpretation open. Its treatment of phenomenal states as action-oriented urges makes it structurally unlike workspace, higher-order, integrated-information, and predictive theories.
The Conscious Field and Action Conflict
The theory begins with the architecture of action control. Specialized perceptual, motivational, and motor systems can operate largely independently, each proposing responses appropriate to its own domain. Ordinarily, these tendencies are compatible or can be handled automatically. Consciousness becomes functionally necessary when two or more systems prescribe mutually incompatible actions through the same skeletal musculature. For example, inhaling despite the urge to hold one’s breath or holding one's breath underwater; carrying out a painful but necessary movement or suppressing a pain-withdrawal reflex; or forcing oneself to eat an unpalatable food—all generate vivid phenomenal states precisely because incompatible skeletomotor tendencies are in play. Crucially, the smooth-muscle and glandular systems, not subject to this integration problem, generate no comparable conscious contents. The circumscription is thus principled rather than stipulative: consciousness arose for what everyday language calls voluntary action, a term the framework treats as unscientific and homuncular (Morsella et al., 2016a).
In such cases, conscious contents form a frame that encompasses the relevant percepts, urges, goals, and anticipated consequences. The frame does not itself deliberate. Rather, by jointly constraining the action system, its contents permit coordinated output that no encapsulated module could determine alone. Morsella and colleagues call this process “supramodular interaction,” distinguishing it from unconscious interactions occurring within or between systems that do not require phenomenal mediation (Morsella et al., 2009; Morsella et al., 2016a).
Thus, the framework's organizing question is not what consciousness is made of but what it is for, answered from an evolutionary, action-based perspective: Phenomenal states arise when multiple response systems must simultaneously influence skeletomotor output and their directives conflict (Morsella, 2005).
Why Consciousness Is Passive
Passive Frame Theory rejects the common image of consciousness as an executive agent. The conscious field receives its contents from unconscious generators and has no direct access to the construction of percepts, the retrieval of memories, or the formulation of action plans. Even conscious intentions are products presented within the field rather than commands issued by a central self. Consciousness is causally relevant, but its mode of influence is architectural: the presence of multiple contents in one field allows them to affect the same action-control machinery.
This low-level role explains why consciousness often seems richer than its actual control capacities. One may experience a visual scene, an itch, anxiety, and an intention together, yet the detailed computations producing each content remain inaccessible. It also explains why many sophisticated operations proceed unconsciously, whereas comparatively simple conflicts—such as resisting an urge—can become phenomenally salient.
Encapsulation and the Integration Consensus
Passive Frame Theory accepts an integration consensus shared with rival accounts but reinterprets it. The nervous system's content generators are encapsulated: the module generating the experience of orange cannot communicate "orange" to any other, because only that generator can instantiate it. Integration therefore cannot occur by inter-module communication; it occurs by each generator contributing its content to a common field delivered to the skeletomotor system. Figuratively, that system is a single steering wheel controlled by multiple drivers. Encapsulation explains why conscious contents are heterogeneous and irreducible to one another, and why multiple systems can simultaneously prepare incompatible actions on the same effectors.
The Frame: Passive, Not Executive
The theory's most counterintuitive commitment must be the passivity of the conscious field. Conscious contents form a continuously updated frame, but the frame does not interpret, decide, or act; unconscious processes construct its contents and select and execute the response. What the frame supplies is the momentary context in which encapsulated action tendencies are adjudicated against a shared output. Consciousness performs the same simple operation repeatedly, and the impression that it does more arises because it is the only stage to which the system has introspective access. Morsella and colleagues draw the explicit consequence that free will, understood as conscious authorship of action, does not exist, while insisting that consciousness is essential rather than epiphenomenal: without it there would be no adaptive skeletomotor action (Morsella et al., 2016b).
Ideomotor Processing and Action-Related Urges
Phenomenal contents are analyzed largely as inclinations and urges bound to action plans rather than as detached sensory qualities. The framework draws on ideomotor theory, on which representations of action effects are themselves the currency of action control, and on the sensorium hypothesis, which locates conscious contents in perceptual-like processing rather than executive machinery (Gray, 2004; Merker, 2007). A distinction the theory emphasizes is between the suppressibility of overt behavior and of conscious content: one can readily refrain from reaching for food while fasting, but cannot readily suppress the experienced desire for it (Bargh and Morsella, 2008). That asymmetry is treated as diagnostic of the frame's passivity, and has been pursued through externally triggered involuntary cognitions (Cushing, Gazzaley and Morsella, 2017).
Scope, Objections, and the Implementation Gap
Commentators note several difficulties. Animals lacking skeletal muscle appear to pose a problem for a theory that ties consciousness to skeletomotor integration; the relation of the frame to response-selection bottleneck accounts of attention requires clarification; and whether the theory accommodates the full range of conscious contents, including affect, imagery, and thought, remains disputed (Franz, 2016). A recurring objection is that the theory addresses access rather than phenomenality, and that identifying a function for conscious states does not explain why those states are felt. Morsella and colleagues acknowledge that the framework does not address the implementation level of analysis—how neurons instantiate conscious states—while arguing that a correct functional characterization constrains the search for one (Morsella et al., 2016b).
Assessment
Passive Frame Theory is a rare attempt to specify a function for consciousness narrow enough to be falsifiable yet demanding enough to be non-trivial. Its distinctive contribution is the argument that encapsulation forces integration to occur at skeletomotor output rather than among content generators, perhaps yielding testable predictions about which conflicts do and do not generate phenomenal states. Its exposure is standard for functional accounts: it explains what the conscious field accomplishes without explaining why that should involve experience at all—a limitation its authors sacknowledge.
