Instead, he suggests that another layer of physical explanation is needed. To achieve this, he says, we need to extend the principle of relativity to also include emergent properties and consciousness. Just as different observers can have different measurements of velocity in a relativistic context, Lahav argues that the same is true for consciousness. The relations between specific representations (named phenomenal judgement-representations) measured inside the brain manifest consciousness, while the same representations measured by an outside observer will manifest neural dynamics. This is because from the outside we use sensory apparatus like our eyes to measure the environment, but inside the brain, the measurements of these representations are not by sensory apparatus but by the interactions between the representations.
These different kinds of measurements manifest different kinds of physical properties. This leads to different manifestations of conscious experience and brain activity in first-person and third-person cognitive frames of reference. Now consciousness is not private anymore, and there exists a transformation between these cognitive frames. According to this framework, philosophical zombies cannot exist, and AI consciousness is possible (Lahav & Neemeh, 2022).
