Fodor's Principled Abstention: Intentionality Bracketing Phenomenality

Fodor deliberately declined to theorize phenomenal consciousness and argued that this was the correct strategy. His theory of consciousness is best understood as indirect and architectural. His Representational Theory of Mind explains cognition as computation over syntactically structured mental representations, and he explains thought as an internal Language of Thought. But he does not explain why any of this should have subjective phenomenal character. Nobody, Fodor held, has any idea how anything material could be conscious, nor even what having such an idea would be like.

Jerry Alan Fodor (1935–2017) was an American philosopher and cognitive scientist whose work profoundly shaped modern philosophy of mind and cognitive science. After teaching at MIT and CUNY, he became State of New Jersey Professor at Rutgers University. Fodor developed the language-of-thought hypothesis, defended computational and representational theories of mind, and advanced an influential account of mental modularity. His analyses of intentionality, concepts, and psychological explanation remain central, though often controversial. He is known for The Language of Thought (1975) and The Modularity of Mind (1983); The Mind Doesn't Work That Way (2000) argued that central, abductive cognition lies beyond computational explanation.

Fodor's Principled Abstention: Intentionality Bracketing Phenomenality

Philosopher Jerry Fodor occupies an unusual position in consciousness studies: the most influential philosopher of mind of his generation deliberately declined to theorize phenomenal consciousness, and argued that declining was the correct research strategy. Thus, his theory of consciousness is best understood as an indirect, architectural theory rather than a direct theory of phenomenal consciousness. He gives a powerful account of how his Representational Theory of Mind (RTM) explains cognition as computation over syntactically structured mental representations, how thought occurs as an internal “Language of Thought,” and how his modularity thesis partitions the mind into encapsulated input systems and a holistic central system. But he does not explain why any of these processes should have subjective phenomenal character; all are theories of intentionality, of how mental states can be about things, with phenomenal character conspicuously bracketed (Fodor, 1975, 1983, 1987, 2000). There is palpable tension between these views.

Fodor's stated view of the qualitative was starkly pessimistic: nobody, he held, has any idea how anything material could be conscious, nor even what having such an idea would be like (Fodor, 1992). His position is thus best characterized not as a theory of consciousness but as a methodological quarantine of it, coupled with a mysterianism he elsewhere avowed (see below).

The Representational Theory of Mind via the Language of Thought

Fodor’s central positive thesis is the Representational Theory of Mind, articulated through the Language of Thought Hypothesis. Thinking occurs in “Mentalese”: a system of internal representations with combinatorial structure, semantic content, and syntax-like form. Thinking is computation defined over mental representations that are physically realized in the brain and internally structured like sentences, possessing both syntax and compositional semantics (Fodor, 1975; Aydede, 2018).

Propositional attitudes are relations to such representations: to believe that it is raining is to bear the belief-relation to a Mentalese token meaning it is raining. Mentalese, he says, resembles spoken language in having meaningful word-like and sentence-like elements whose meanings depend systematically on their parts and mode of combination. In short, thoughts are syntactically structured representations, and mental processes are computational operations defined over them.

Because computation is sensitive only to syntactic form, RTM promises to explain how semantic properties can be causally efficacious without invoking anything spooky—mental processes respect content because syntax tracks semantics. For consciousness, this matters because many conscious thoughts seem propositionally structured: one consciously judges that the meeting is tomorrow, wonders whether a theory is coherent, or infers that a conclusion follows. Fodor’s framework explains the productivity, systematicity, and inferential coherence of such thought. It does not, by itself, explain the felt character of thinking—the “what it is like” of silent assertion, doubt, understanding, or perplexity. Crucially, nothing in this architecture requires or explains phenomenal feel. What RTM addresses is Brentano's problem of aboutness, not Nagel's problem of what-it-is-likeness. Fodor was explicit that his framework could not accommodate emotion, imagination, or consciousness, and further doubted these constituted natural kinds over which lawlike generalizations could be stated (Aydede, 2018).

Modularity and the Encapsulation of Perception

The Modularity of Mind (1983) proposes that perceptual input systems and language parsing are modular—domain-specific, mandatory, fast, innately specified, and above all informationally encapsulated, meaning a module cannot access information stored elsewhere during processing (Fodor, 1983; Robbins, 2017). Central systems responsible for belief fixation are, by contrast, Quinean and isotropic: any belief may bear on any other, which makes them global and, Fodor argued, computationally intractable. This architecture has significant if indirect implications for consciousness. Encapsulation entails that perceptual processing is largely inaccessible to central monitoring, so introspection cannot reach the mechanisms generating perceptual experience—the persistence of the Müller-Lyer illusion despite knowing the lines are equal illustrates the cognitive impenetrability at issue. Fodor's later work pressed the pessimistic corollary: if central cognition is global, computational theories of it must fail, since no mechanism sensitive only to local syntactic properties can implement globally sensitive inference (Fodor, 2000).

Divide and Conquer

Fodor defended the exclusion of consciousness as strategy rather than as oversight or timidity. Reviewing McGinn, he observed that cognitive scientists largely regard consciousness as a nuisance afflicting certain neural circuits, or ignore it entirely—and that concentrating on intentionality while setting aside consciousness had proved a remarkably successful research program (Fodor, 1991). The division presupposes separability: that a complete theory of content need not invoke qualitative character. Fodor acknowledged that McGinn's contrary claim—that for perceptual sensations the link between intentional and qualitative properties is anything but contingent—was the one that ought to worry cognitive scientists, and admitted it worried him (Fodor, 1991). His methodological solipsism (Fodor, 1980) reinforces the quarantine from another direction: psychological explanation should individuate mental states by internal relations alone, prescinding from (i.e., deliberately leaving out) both environment and, implicitly, phenomenology.

Mysterianism About the Qualitative

Fodor's pessimism about consciousness was real and deep-seated. McGinn identifies him as “my old friend and fellow mysterian,” and Fodor's remark that either cognition consists in causal interactions among semantically evaluable particulars or we are entirely in the dark suggests he regarded RTM as the only alternative to total explanatory darkness (McGinn, 2026, quoting Fodor, 2003).

As noted, Fodor’s 1992 aphoristic formulation is his most quoted: the double claim that we lack any idea how matter could be conscious, and lack any conception of what such an idea would look like, is stronger than ordinary ignorance—it asserts we cannot presently specify what would even count as a solution. This is such a good statement, epitomizing the entire field of consciousness studies, that it is worth quoting in full: “Nobody has the slightest idea how anything material could be conscious. Nobody even knows what it would be like to have the slightest idea about how anything material could be conscious” (Fodor, 1992).

This aligns Fodor closer to McGinn's cognitive closure and Nagel's conceptual-revolution pessimism than to the eliminativism of Dennett or Churchland, though Fodor never developed the position systematically and it appears chiefly in reviews and asides rather than sustained argument.

Positioning, Assessment, Legacy

Fodor's influence on consciousness studies is largely negative and structural: he supplied the framework within which "the easy problems" could be pursued vigorously while the hard problem was set aside, and articulated the rationale for that division more candidly than most. Critics have pressed on precisely the separability assumption—phenomenal-intentionality theorists argue that genuine aboutness depends on consciousness rather than being independent of it, inverting Fodor's priority (Zahavi, 2016; Kriegel, 2013). Others contest whether declining to treat consciousness as a natural kind is principled or question-begging, since causally embedded phenomena should in principle admit scientific investigation. Fodor's modularity thesis remains empirically live and has been substantially extended and contested; his computational pessimism about central cognition anticipates current debates over the scope of predictive processing. What his corpus does not contain is an account of why there is something it is like to see red—deliberately, by intended design.

In Landscape terms, Fodor’s importance is therefore twofold: he provides one of the canonical computational-representational frameworks within which consciousness could be naturalized, while also exposing deep limitations in functionalist and computational accounts of mind, especially where global cognition and qualia are concerned.
