Birch’s Comparative Sentience: Consciousness Profiles Across Diverse Minds
Birch develops a theory-light, multidimensional framework for studying phenomenal consciousness, especially across nonhuman animals and nonbiological intelligences. It is methodological rather than ontological: conscious experience can be investigated empirically and acted upon ethically, without first settling what consciousness is. He treats sentience as the capacity for phenomenal experience, particularly valenced states such as pain and pleasure. He proposes that conscious perception enables clusters of flexible cognitive capacities that unconscious processing does not. He rejects one-dimensional scales of “more” or “less” consciousness, favoring profiles across perceptual richness, evaluative richness, unity, temporal integration, and self-consciousness. His theory-light approach rests on a minimal facilitation hypothesis compatible with most competing metaphysical theories, and his sentience-candidate framework prescribes proportionate precaution where the evidence leaves the question open.

Jonathan Birch is Professor of Philosophy and Director of the Centre for Animal Sentience at the London School of Economics and Political Science. His research spans animal sentience, the science of consciousness, philosophy of biology, and social evolution. Birch authored The Philosophy of Social Evolution and The Edge of Sentience. He led the 2021 UK government evidence review that brought cephalopods and decapod crustaceans under the Animal Welfare (Sentience) Act 2022, and was Principal Investigator of the Foundations of Animal Sentience project.
Birch’s Comparative Sentience: Consciousness Profiles Across Diverse Minds
Philosopher Jonathan Birch's contribution to phenomenal consciousness is methodological rather than ontological: the distribution and character of conscious experience can be investigated empirically, and acted upon ethically, without first settling what consciousness fundamentally is. His theoretical commitments are that sentience—the capacity for valenced experience, for states that feel good or bad to their subject—drives the moral subset of phenomenal consciousness (Birch, 2024); that phenomenal consciousness varies along at least five independent dimensions rather than one scale, so that asking whether one animal is "more conscious" than another is generally malformed (Birch, Schnell, & Clayton, 2020); and that inquiry should proceed from a minimal "facilitation hypothesis" compatible with most competing theories rather than from any one (Birch, 2022). Where evidence leaves sentience genuinely uncertain, the correct response is proportionate precaution.
In other words, Birch’s does not offer a metaphysical mechanism for generating experience but rather a process-oriented and comparative framework for investigating where phenomenal consciousness occurs and how its forms differ across species. He defines sentience broadly as the capacity for phenomenal consciousness—there being something it is like to be a subject—and more narrowly as the capacity for valenced experiences such as pain and pleasure; he then argues that neither a single favored theory nor supposedly theory-neutral analogy can presently settle difficult cases (Browning and Birch, 2022; Birch, 2024). His distinctive alternative combines a “theory-light” facilitation hypothesis with multidimensional “consciousness profiles,” treating phenomenal consciousness as functionally consequential while allowing radically different animals to instantiate different combinations of perceptual richness, evaluative richness, unity, temporality, and self-consciousness.
Sentience as Valenced Experience
Birch works with a deliberately narrow target. Sentience is the capacity for valenced experiences—experiences that feel pleasant or unpleasant to the subject—distinguished both from consciousness in broader senses and from intelligence (Birch, 2024). The narrowing enables ethical implications and prescriptions: valence, not cognitive sophistication, grounds moral status, so a system may be sentient while cognitively unimpressive, and impressive while not sentient.
He does not treat "phenomenal consciousness" as a term in good final order. Consciousness science, on his view, stands where biology stood with loose notions of function and adaptation before evolutionary theory sharpened them: the concept gestures at something real but awaits a successor whose shape depends on which research path is taken (Birch, 2024). Strain on a field's central concept marks immaturity to be worked through, not a reason to abandon concept or field.
The Zone of Reasonable Disagreement
Birch's framework acknowledges that the mind-body problem is unresolved and likely to remain so on any policy-relevant timescale. He does not explain why any neural or cognitive process generates phenomenal consciousness, nor does he endorse a unique physicalist, dualist, panpsychist, or other ontology. His 2024 treatment explicitly regards several substantially different metaphysical positions— materialism, dualism, panpsychism, and their variants—as remaining within a zone of reasonable contemporary disagreement—and builds his framework to be robust across that zone rather than to presuppose a resolution (Birch, 2024).
The same applies to the science: global workspace, higher-order, integrated information, and midbrain-centered theories all remain live, and no framework depending on which is correct can guide decisions now. Relatedly, Birch has argued that consciousness science has an Overton window—a range of positions raisable without inviting the charge that one should not even be discussing them—whose boundaries are set by contemporary consensus or conventional wisdom (Birch, 2023).
The Facilitation Hypothesis and the Theory-Light Approach
Two approaches dominate the field, and Birch rejects both. Theory-heavy approaches pick a favored theory of consciousness and infer from it which creatures qualify; theory-neutral approaches renounce theoretical commitment altogether and hope the data will speak. The first inherits whatever is wrong with the chosen theory, and the second cannot say what the data are evidence for. Birch proposes a middle path, which he calls the “theory-light” approach, and it rests on a single minimal claim—the facilitation hypothesis: phenomenally conscious perception of a stimulus facilitates, relative to unconscious perception, a cluster of cognitive abilities directed at that stimulus, among them trace conditioning, reversal learning, cross-modal integration, and flexible avoidance (Birch, 2022).
The hypothesis is compatible with global workspace theory, higher-order theories, and several others; the point is that it allows inference from behavior to consciousness without requiring that the theoretical dispute be settled first. Applied to invertebrates, it directs research toward specific experimental paradigms rather than toward either further theorizing or undirected data collection. The obvious objection is that the facilitation hypothesis is precisely what a defender of Block's access-phenomenal distinction would deny, since it ties phenomenality to cognitive access (Block, 1995); Birch's reply is that the tie is evidential rather than constitutive.
Five Dimensions and Consciousness Profiles
The second constructive proposal replaces the question of how much consciousness a creature has with a profile across dimensions. Birch, Schnell, and Clayton (2020) distinguish perceptual richness, evaluative richness, unity or integration at a time, temporality or integration across time, and self-consciousness. Each admits independent investigation, and a species is characterized by its position on each rather than by a single ranking.
Interspecies comparison thereby becomes multidimensional and often incommensurable. A cephalopod may exceed a corvid on perceptual richness while falling below it on temporality; neither is straightforwardly "more conscious." The framework parallels, at the interspecies level, the argument that within-subject "levels of consciousness" should likewise give way to multidimensional characterization (Bayne, Hohwy, & Owen, 2016). Birch is explicit that published profiles are conjectures rather than measurements, and that developing better measures is the field's task.
Sentience Candidates and the Gaming Problem
The framework's practical output is the category of “sentience candidate”: a system for which the evidence implies a realistic possibility of sentience that it would be irresponsible to ignore, and is rich enough to identify welfare risks and design precautions (Birch, 2024). Recognizing a system, biological or non-biological, as a sentience candidate should trigger proportionate precaution, not certainty. Thus, Birch’s precautionary principle: where there is credible evidence of sentience and decisions create serious risks of suffering, uncertainty should not automatically count as grounds for withholding protection (Birch, 2017, 2024). This framework has had unusual real-world consequences for a philosophy of consciousness. His 2021 team review evaluated more than 300 studies and recommended treating cephalopod mollusks and decapod crustaceans as sentient for UK animal-welfare purposes, contributing to their inclusion in the Animal Welfare (Sentience) Act 2022 (Birch et al., 2021).
Artificial systems raise a distinct difficulty Birch calls the gaming problem: large language models are trained on human descriptions of experience and can therefore reproduce the behavioral markers on which sentience attribution ordinarily relies, without those markers retaining evidential force. He proposes shifting to deep computational markers—architectural features corresponding to what cognitive theories posit—while acknowledging this presupposes those theories admit stable computational reductions inspectable from outside and may assume certain theories of consciousness that Birch avoided doing for biological organisms.
Assessment
Birch’s unique contribution is not another mechanism for producing qualia or for explaining why any physical or computational process should feel like anything, and he would regard supplying one as beyond current reach. Instead, he offers a way for the field to progress and for policy to be made while that question stays open. It is the conjunction of three ideas that together form a recognizable research program: the theory-light, minimal bridging facilitation hypothesis; the multidimensional consciousness-profile replacement for a single scale; and a graded evidential methodology and a precautionary decision rule for determining phenomenal sentience under unavoidable and perhaps irreducible uncertainty. That combination makes Birch substantially more than a commentator on animal consciousness. The framework also has demonstrated scientific and policy influence.
More generally, Birch’s contribution is a disciplined science of phenomenal consciousness under theoretical uncertainty: separate phenomenality from its possible indicators, study its functional consequences, characterize its forms multidimensionally, seek convergent evidence across radically different organisms, and distinguish confidence about the presence of experience from confidence about its ultimate ontology.
There are objections, of course. The facilitation hypothesis assumes a cognitive-access signature of phenomenality that theorists who separate access from phenomenal consciousness will reject, and if that separation holds, the theory-light approach measures the wrong thing. The five dimensions are stipulated rather than derived, and their independence is asserted rather than demonstrated. And a framework designed to be robust across the zone of reasonable disagreement achieves that robustness by declining to contribute to the disagreement—which is a limitation for theory but an enabler for policy.
Note: Although Birch fits naturally in Materialism / Phylogenetic/Evolutionary as its best primary classification, an important qualification must be stressed: Birch himself deliberately does not commit his framework to materialism, or to any competing category, as a metaphysical doctrine.
